| Sumario: | The search of new theories of democracy for the recovery of deliberative elements in the public sector, reveals a form of democracy capable of carrying on its construction the participation of civil society and the mutual and complementary form of state. This project is called deliberative democracy. The goal of this article is to explain the different visions of institutionalization of public deliberation on the theories of Jürgen Habermas and James Bohman, to discuss about the possibility of institutionalization of these deliberations in the Brazilian Public Administration through the mechanisms Councils and Participatory Budgets. |
