The goal of this article is to explain the different visions of institutionalization of public deliberation on the theories of Jürgen Habermas and James Bohman, to discuss about the possibility of institutionalization of these deliberations in the Brazilian Public Administration through the mechanisms Councils and Participatory Budgets.A busca das novas teorias da democracia pela recuperação de elementos deliberativos no setor público, revela uma forma de democracia capaz de carregar em sua construção a participação da Sociedade Civil e do Estado de forma mútua e complementar. Tal projeto recebe o nome de democracia deliberativa.
